The main idea of the concept was to adapt the OCN, which had certain limitations due to its geographical location and space capabilities, to a full-fledged life.

The creation of not only a museum dedicated to the defense of Leningrad or the pre-revolutionary history of the fort, but also a recreational space in an unusual format in the middle of the bay. This will create an additional point of attraction for residents of Kronstadt, the southern coast of the Gulf of Finland, and the people of St. Petersburg itself.
